Scott Franklin

Associate Vice Provost for Financial Systems and Analysis

Scott Franklin Associate Vice Provost for Financial Systems and Analysis for the Office of the Provost in the Finance and Administration Group. He is the liaison with University Endowment/Investment Accounting and Treasury Offices, University Development and University Budget Office and with Provost Administration Management Center on behalf of Schools and Academic Support units. Scott prepares the cost allocation study to schools and designs and develops financial models and reports that contribute to the financial planning efforts of the Provost’s Office. Before joining the Office of the Provost in 2004, Scott worked with physician practices plans at Duke and UNC for 14 years. He received a Bachelor of Arts in Economics from the University of North Carolina at Chapel Hill.

Kimberley Harris

Associate Vice Provost and Director of Academic HR Services

Kimberley Harris is the associate vice provost and director of academic human resources services in the Office of the Provost. Kim works in partnership with administrators in the schools and academic support entities, and the corporate human resources offices under the Vice President for HR to provide leadership and advocacy in the development and implementation of policies, procedures and technologies to support the effective and efficient management of human resources in units under the jurisdiction of the Provost. In addition, Kim works with the administrative offices, directors and deans to ensure compliance with established human resources/payroll policies and procedures. Kim leads a team of HR professionals who support a number of diverse academic support units and university-wide institutes, initiatives, and centers (UICs).

The Office of Faculty Affairs Administration reports administratively to Kim as well. The Office of Faculty Affairs Administration encompass all Provost-area activities related to appointments, promotion and tenure (APT), professorships, faculty HR records; and faculty data systems and analysis, which includes Scholars@Duke and dFac. The office provides assistance to the Provost with respect to a range of faculty matters. The office also works with academic and administrative units across the university to coordinate the processes, standards, and systems that make information about Duke faculty easier to collect, maintain, analyze, and share.

Kim has worked in the Office of Human Resources, including experience in recruitment, policy research and compensation. Prior to undertaking current responsibilities in the Provost’s Office, Kim served as manager of wage and salary administration. Kim received her B.S. from Duke University.

Faten Antoun

Higher Education Analyst I

Faten grew up in Cairo, Egypt, and received a Bachelor of Science in Computer Science with minor in Business Administration from the American University in Cairo.

She has been at Duke since 2006 in different finance & grant management positions, first at the Kenan Institute for Ethics, then 12 years at the Divinity School, briefly at the Office of Undergraduate Education before joining the Provost Office.

Faten supports the Offices of Global Affairs, Faculty Advancement, Center for Computational Thinking and the North Carolina Leadership Forum along managing some Duke Endowment grants.

She has lived in Durham with her husband and their 2 children since 2000. Faten enjoys tennis, playing the piano, and travelling.

Christy Boles

Department HR Director

Christy Boles is a Department HR Director serving as a human resources consultant and leader within the Provost’s Area Management Center for a number of diverse academic support units and university-wide institutes. Christy also works closely with RACI activities within the Provost area.

Christy joined Duke in 2014 working as an HR professional with Duke University Press and the Duke Human Vaccine Institute prior to joining the Provost office in 2019.

Christy earned a Master of Human Resources from Western Caroline University and a B.S. from Meredith College.

Financial & Personnel Operations Manager

Shuntoya Lee is the Financial and Personnel Operations Manager with the Office of the Provost’s Finance and Administration team. Her responsibilities include operations, financial management, human resources, policy interpretation, stakeholder engagement, recruiting and facilities management. Shuntoya has been at Duke for over 20 years and has worked at The Fuqua School of Business, Duke Institute for Brain Sciences and Duke Law.

Tracy McNeil

Administrative Operational Manager

Tracy McNeil is the administrative operational manager for the Office of the Provost in the Finance and Administration Group. He manages general and special office activities and supports financial operations related to preparing, analyzing, maintaining and reviewing various financial statements, records and reports. Since coming to Duke in April of 1993, Tracy has worked in the Office of Accounting Services, the Talent Identification Program, the Office of Student Activities and Facilities and the Office of Resource Administration. He is a Certified Financial Systems Specialist and Procure To Pay Specialist. Tracy has an associate degree in Business Administration from Durham Technical Community College and a Bachelors of Applied Science with a concentration in Business Management from Campbell University.
